Metropolitan governments

To make our governments more efficient, IMCO suggests:

Create institutions responsible for the monitoring of inter-municipal management agencies in charge of water, transportation and planning (with own funding and transparent management indicators).
Enable the figure of city managers to plan all urban services and insulate them from politics.
Establish incentives for inter-municipal coordination in urban areas, through federal funding for cities.
Levy fees for car usage (tolls, congestion charges, parking meters, etc.).
Unification of the information systems of municipal agencies such as Urban Development, Cadastre, Water and contractors.
